Since the poor results of Jemini in 2003 scoring nil points, a new method of choosing the songs will decide the UK entry for 2004. As the rules states that the Big 4 country will gain automatic qualification to the final. The UK is one of the big 4 hence UK will go straight to the final even though they have nil points in 2003.

The new programme, "Making your mind up" is a replacement to "Song for Europe" and it will be broadcast live on a Saturday night for the first time. It was broadcast on Saturday 28 February 2004 on BBC1 then on BBC3 while the voting happens following the results show on BBC1 and the after results on BBC3. Voting was done by telephone, sms and interactively on digital television. The Theme Tune for Making your mind up was Sertab's 2003 Winner.
